On this instruction - after you have your image in the rectangle
and it tells you to duplicate image,
you should merge the image with the rectangle

On this instruction to make the border - new raster layer select all flood fill
with your light color selections invert hit delete on keyboard. select none. effect inner bevel of your choice
If you do it that way, you won't have anything, go to modify and then contract with setting of your choice, then delete

Mura Meister settings

You don't have to have 7 tubes to do this one
I changed mine around a little as I added the tube at the top
